Public Service Company of Oklahoma anticipates October 15 RFP launch seeking 2.6 GW of wind, 1.35 GW of solar

Overview

American Electric Power (AEP) subsidiary Public Service Company of Oklahoma (PSO) has issued two draft requests for proposals (RFPs) ahead of an anticipated October 15, 2021 official RFP launch date.

The draft RFPs propose to seek up to 2.6 GW of wind power and 1.35 GW of solar power, plus optional battery energy storage, from projects located in Oklahoma and preferably in PSO’s service territory or interconnected to its transmission system, connectable to the Southwest Power Pool (SPP) electrical grid and operational by December 15, 2024, or December 15, 2025 with a minimum 30-year lifespan.

PSO would acquire 100% of the ownership interests in the projects from their developers via purchase and sale agreements (PSAs).

Scope of Work

Draft 2021 Wind PSA RFP

Projects must have a minimum name-plate rating of 100 MW, preferably qualify for the Federal Production Tax Credit (PTC) and must use of only GE, Siemens-Gamesa, or Vestas wind turbine generators

Draft 2021 Solar PSA RFP

Proposals may include a battery energy storage system (BESS) as an option. The optional BESS must be 1) no larger than 40% of the nameplate solar energy resource, and 2) for 4 and/or 8 hours of capacity. Standalone BESS proposals will not be accepted.

Projects must have a minimum name-plate rating of 50 MW and preferably qualify for the Federal Investment Tax Credit (ITC).

RFP Issue Date: October 15, 2021

Notice of Intent: November 29, 2021

Q&A Deadline: January 5, 2022

RFP Bid Due Date: January 13, 2022 at 4:00 PM local time
